What is the PPWR and who does it affect?
The PPWR, officially Regulation (EU) 2025/40, is the new EU-wide packaging regulation. It applies to everyone who puts packaging into circulation: online retailers, manufacturers, producers, importers, marketplaces, suppliers and fulfillment service providers. The aim is to reduce packaging waste by 15% until 2040. According to the PPWR, packaging should, for example, be no larger than is necessary to protect the product.
When do the new regulations come into effect?
The regulation came into force on February 11, 2025. Some provisions started applying in August 2026. For certain requirements, such as EU-wide recycling labeling, longer deadlines apply.
What changes does the PPWR bring?
The most important changes include stricter requirements for recyclability, expanded EPR obligations, the obligation to reuse certain packaging, and new documentation requirements for retailers.
Do I have to appoint an authorized representative for each EU country?
Currently, yes. Anyone who delivers goods to EU countries where they are not established needs an authorized representative there. This applies in particular to cross-border e-commerce and is one of the more complex requirements of the PPWR.
What are the consequences of violations?
Member States will determine sanctions themselves by 2027. These shall be “effective, proportionate, and dissuasive” (Art. 68 PPWR).
What will happen to existing packaging registrations?
Existing registrations under national EPR systems remain valid. However, future reports must be checked for compliance with the new regulation and, if necessary, adapted or expanded.
