Legal basis
As of August 12 2026, if you are a producer based outside Germany and sell packaged goods directly to end customers in Germany without having an establishment in Germany, you must appoint an authorized representative.
This requirement is set out in the German Packaging Law Implementation Act (VerpackDG) in conjunction with the EU Packaging and Packaging Waste Regulation (PPWR).
What happens if you do not appoint an authorized representative?

- You may no longer distribute packaged products in Germany.

For packaging that is not subject to mandatory participation in a dual system, we fulfill the statutory take-back obligations under section 39 VerpackDG.

Does the €250 fee include everything?
The annual fee of €250 for packaging volumes of up to 1 metric ton applies to packaging subject to mandatory participation in a dual system, such as household packaging and e-commerce shipping packaging. For this price, ecosistant handles all responsibilities associated with acting as your authorized representative for packaging in LUCID.
The base price does not include B2B transport packaging or other packaging that is not subject to mandatory participation in a dual system. Additional fees apply to these types of packaging. Please request a customized quote from us.
The packaging license for the dual system is not included in the €250 fee. We pass the cost on to you at cost, with no markup. If you already have a license, you will not incur any additional license costs for it in 2026.
Which types of packaging are included in the service?
Our authorized representative service includes packaging subject to mandatory participation in a dual system, including:
- Household packaging
- E-commerce shipping packaging
These are types of packaging that typically become waste in private households.
The base price does not include:
- B2B transport packaging
- Other packaging not subject to mandatory participation in a dual system
Additional fees apply to these packaging types.
We are unable to act as authorized representative for:
- Single-use beverage packaging under Section 46 VerpackDG that is subject to a deposit
- Sales packaging for products containing hazardous substances
What if I have an establishment in Germany?
Companies established in Germany do not need to appoint an authorized representative. In this case, you therefore do not need an authorized representative.

How long does the process take from engagement to registration?
Registration in Germany typically takes between 4 and 6 weeks.

What happens if I do not appoint an authorized representative?
Without an authorized representative, your registration in the LUCID Packaging Register is incomplete. This means you may no longer sell packaged products in Germany. You may also face formal compliance notices and sales restrictions.
What exactly is LUCID?
LUCID is Germany’s official Packaging Register, operated by the Foundation Central Agency Packaging Register, known in German as Stiftung Zentrale Stelle Verpackungsregister (ZSVR). The public register lists producers registered in Germany. After registering with LUCID, you must regularly report the quantities of packaging you place on the German market and pay the applicable fees.
