What is the PPWR?
The Packaging and Packaging Waste Regulation (PPWR) is the new EU framework for packaging. It sets harmonized rules on how packaging is designed, labelled, reused and recycled, and replaces the current Packaging and Packaging Waste Directive.
Who is affected by the PPWR?
The PPWR applies to companies that place packaging on the EU market. These include, for example, online retailers, international brands, producers and importers. If your products are sold with packaging in the EU, you likely fall within the scope of this regulation.
What are my main PPWR obligations?
Your obligations depend on your role in the supply chain. Typical responsibilities include:
- Ensuring that your packaging meets PPWR design, recyclability and reuse requirements
- Providing a Declaration of Conformity and technical documentation for your packaging
- Fulfilling extended producer responsibility (EPR) obligations
- Complying with recycling labelling requirements on packaging
What is the difference between PPWR and EPR?
The PPWR is the new EU regulation that sets harmonized rules for how packaging must be designed, labelled, reused and recycled across the EU. It defines what compliant packaging looks like and what information and documentation are required.
Extended producer responsibility (EPR) is a part of the PPWR (Article 45). It refers to the financial and organizational obligations that producers have for the collection, recycling and recovery of their packaging waste. Under the PPWR, EPR obligations for packaging are clarified and strengthened. They focus on who pays for and organizes waste management, not on the technical design of the packaging itself.
Your PPWR obligations therefore cover both:
making sure your packaging meets PPWR design and documentation requirements
fulfilling your EPR duties for packaging placed on the market via national schemes or systems

When do I need to be PPWR compliant?
Key PPWR requirements start applying from 12 August 2026: manufacturers will need to be able to supply Declarations of Conformity as well as technical documentation for each of their packaging families, packaging must be identifiable and not contain more than trace amounts of certain hazardous substances. EPR rules will also apply in all member states. More obligations will be phased in over time.
